Polar City: capital of Hagar, one of the handful of worlds on which the tiny, human-dominated Republic sits, uneasily squeezed between the powerful Interstellar Confederation and the enormous Coreward Alliance. When an alien from the Confederation Embassy is found murdered, probably while engaged in espionage, a potentially explosive political situation faces Police Chief Bates. And when the psionically-talented Mulligan is brought to the scene to see if he can pick up any psychic echoes of the event, what he experiences sends him into amnesiac shock. More murders soon follow, and a major crisis threatens; meanwhile, outside Polar City, in the shanty town known as the Rat Yard, a small-time criminal stumbles on the remains of a newly-dead, hitherto unknown species of alien.
